Who is exempt from the test
Before preparing, it is worth checking whether you need the test at all. Ministry of Education order 727 of 8 October 2025 added two lists to the procedure: who is not tested, and for whom the test is spoken only.
What follows from this
The test is not held:
- on transfer from one Russian school to another within grades 1–11 — the child is already following the Russian curriculum;
- if the child has passed the state final attestation and holds a certificate of basic general education.
The test is held in spoken form only (clause 11(1) of the procedure):
- for participants of the State Programme for the resettlement of compatriots and their family members;
- for those granted a temporary residence permit under Presidential Decree 702 of 19 August 2024, and their family members;
- for family members of diplomats and staff of international organisations.
For them the pass mark is 9 points for the speaking part, and the written part is not taken.
Children entering grade 1 all take a spoken test only, without exception: there is no written part at that level.

Frequently asked questions
The child studied in a Russian school and we are moving to another city. Is the test needed?
No: no test is held when transferring from one school to another within grades 1–11.
The child passed the OGE and is entering grade 10. Will there be a test?
No, if they hold a certificate of basic general education: a certificate after the state attestation exempts them.
We are in the resettlement programme. What does that change?
For you the test is spoken only, and the pass mark is 9 points for the speaking part. The written part is not taken.

We are on none of the lists. What then?
Prepare for both parts, starting with the spoken one: its minimum of 9 out of 10 cannot be made up by the written part. Tasks by grade.
