The 2026 exam for migrants
To obtain a work patent, a temporary residence permit, a residence permit or Russian citizenship, you must pass an exam in the Russian language, Russian history and the fundamentals of legislation. From 1 January 2026 the exam is taken on a computer only, and the tasks are updated every month.
Individual sections carry mandatory pass marks of their own: fail one and the overall total will not save you.

Four purposes — four different exams
There is one exam, but its composition and pass marks depend on why you are taking it.
Work patent or work permit22 tasks, pass mark 11 out of 22, 80 minutes. There is no oral part.
Temporary residence permit (RVP)34 tasks, pass mark 19 out of 38, 90 minutes. A speaking section appears.
Residence permit (VNZh)38 tasks, pass mark 21 out of 42, 90 minutes.
Russian citizenshiptwo separate exams. Russian language: 35 tasks, pass mark 31 out of 44. History and law: 36 tasks, pass mark 28 out of 40. 90 minutes each.
Citizens of Armenia, Belarus, Kazakhstan and Kyrgyzstan do not need a patent — they work in Russia without one. They need the exam only for temporary residence, a residence permit and citizenship.
The figures above come from the official specifications of Rosobrnadzor, not from second-hand accounts. There is no price here because there is none in the documents: it is set by the institution that administers the exam.
The thing most candidates do not know: a total score alone is not enough. At every level there are separate mandatory minimums for individual sections, and failing any one of them fails the whole exam, however much you scored elsewhere.
The patent shows this most clearly: the section minimums — 6 for Russian language, 2 for history, 3 for law — add up to exactly 11, which is the entire pass mark. There is no margin. Preparing "in general" is therefore useless: you need to know your own weak section.
Start with one full run. Twenty-two tasks at patent level — exactly as many as in the real exam, and the same sections. What you get out of it is not a score but the weak section: history, law or the language itself.

Speaking: say your answer out loud
The oral part cannot be learned by reading. Until you have said an answer out loud, you do not know whether you are meeting the task — and in the exam you find that out once, with consequences.

Speaking is the only section with a mandatory pass mark of its own: the overall total does not replace it. The patent level has no oral part.

Frequently asked questions
Is the exam compulsory?
Yes, if you are applying for a work patent, a work permit, temporary residence, a residence permit or citizenship. There are exempt categories: minors, men over 65 and women over 60, highly qualified specialists and their families, participants in the compatriot resettlement programme, and people holding an educational document issued in the USSR before 1991 or in Russia. The basis is Federal Law 115, Article 15.1, Part 5.
Is the "FMS exam" the same exam?
Yes. The FMS was abolished in 2016 and its powers passed to the Ministry of Internal Affairs, but in conversation and in search the exam is still often called the FMS exam. It is the same thing.
What changed in 2026?
The exam is held on a computer only and with video recording, tasks are updated every month, and a speaking section was added to the Russian language part. Before that the exam was written.
How long is the certificate valid?
The term is stated on the certificate itself and depends on the purpose. We will put the exact figure here after checking it against the Government decree: it is not in the exam specifications, and different terms are quoted informally.
Is it true that only Russian language is needed for a patent?
No, and this is an expensive misconception. The official level 1 sample paper has twenty-two tasks, five of them on Russian history and six on the fundamentals of legislation.
What happens if I fail?
